Proposed Increases in Health Insurance Premiums -- You Can Comment

You can comment on proposed increases in premiums for health insurance.  The proposed new rates are on the New York Department of Insurance web site.  You can comment on them for another few days, but the time is running out.  To comment on line, click here. You can also get a snail-mail address to write to at this site.

These increases have been filed under the "prior approval" program recently adopted by the Department, which basically allows new rates to take effect pending complete review.  Prior approval applies to community rated policies issued by commercial health insurers (both for-profit and not-for-profit) and Health Maintenance Organizations in

  • Individual, direct pay;
  • Small groups (between 2 and 50 members, including sole proprietors);
  • Community rated large groups (50 or more members);
  • Healthy New York; and
  • Medicare Supplemental (MediGap).

Prior approval does not apply to Medicare Advantage plans or Medicare Part D Drug plans.

Health Care for All New York has filed in opposition to many of the proposed rate increases and to the process of prior approval.  That can also be viewed on the state insurance company web site which is very easy to navigate.
